EcoServe can delineate (identify horizontally and vertically) an area of concern and test for the potential presence of a range of contaminants which are within the scope of CERCLA as well as petroleum products by conducting a Phase II Environmental Site Assessment. EcoServe performs Phase II Environmental Site Assessments in conformance with the ASTM E 1903 -97(2002) which is the standard practice for investigation into a possibly contaminated area or a recognized environmental condition that may have been established by a Phase I ESA.
ASTM E 1903 -97(2002) states the purpose, "To properly satisfy the appropriate inquiry element of CERCLA's innocent purchaser defense, as defined in 42 U.S.C. §9601(35)(B), where a previous assessment satisfying that element identified recognized environmental conditions". That is, when a Phase I ESA has identified “recognized environmental conditions” (REC), the Phase II ESA will provide sufficient information about the nature and extent of the RECs or contamination. This information will assist in making informed business decisions about the property; and where applicable, provide the level of knowledge necessary to satisfy the innocent purchaser defense under CERCLA.
